Added TransitionToState method on IRequestManager and made the CurrentState setter private. Before, the FSA would transition to the next state when the CurrentState was set. This design was suboptimal since the property contained significant behavior.&#13;&#10;2. Reworked the time update request programming to be more robust. This included removing the BootupState and adding the new HandleTimeUpdateRequest state. Both the HandleTimeUpdateRequest and HandlePollSignalState now transition to the new InterruptHandledState, which determines if the FSA should transition to the IdleState &#40;no command active&#41; or the SendAddressState if a command is active.&#13;&#10;3. Removed BootupState and IsInitialized property from IRequestManager.
